Title:  Chief of Party, Libya

Location: Based in Tripoli, Libya, with occasional short-term travel to Tunis.

Start Date: Immediate, this is a newly funded project

The Pragma Corporation seeks a Chief of Party (COP) for the USAID-funded Libya Public Financial Management (LPFM) project. The LPFM project is a 5-year initiative being implemented by Pragma. LPFM works with public and private stakeholders to build a foundation for sustainable and inclusive growth in Libya through a multi-pronged strategy that will: (1) strengthen and improve the transparency and responsiveness of public financial management (PFM) practices in select municiplaities and central government institutions; (2) advance the modernization, efficiency, and reliability of the electricity sector, (3) increase the quality and availability of basic public services (primary healthcare, solid waste management, and primary education) through a more effective, responsive, and decentralized public service delivery system; and (4) facilitate the establishment of an invigorated business-enabling environment that stimulates private sector growth and job creation. All project activities are aimed at advancing Libya's stability and its journey to self-reliance.

The COP will be based in Libya with occasional short-term travel to Tunis.

The COP’s Responsibilities include:

  • Providing overall leadership and technical direction in consultatation with the project’s team leaders and senior advisors
  • Providing high-level supervision of the management, operations, and logistics of the project offices in Tripoli and Tunis
  • Ensuring that work plan, monitoring and evaluation, and reporting activities are timely and comply with contract requirements, project objectives, and USAID guidance
  • Ensuring project activities meet high standards for performance and integrity
  • Maintaining positive cooperative relationships with USAID, national and local government officials, civil society organizations, local partners, other development partners, and LPFM technical experts and staff.

Required Qualifications:

  • Graduate degree in economics, public finance, public administration, law, or other relevant field is required. If a candidate possesses exceptional relevant experience but lacks a graduate degree, the concerned experience will be considered.
  • Fifteen (15) years of international development experience, principally working with the public sector.
  • Prior experience as a Chief of Party is strongly preferred.
  • Direct experience with managing and implementing PFM activities of similar scale and complexity in a developing or transition country,
  • preferably in the Middle East and North Africa (MENA) region.
  • Technical expertise in PFM, public service delivery, and fiscal decentralization is highly desired.
  • The ability to write and speak fluently in both Arabic and English is required.
  • Strong ability to prepare professionally written and organized reports and presentations in English.
  • Familiarity with USAID reporting and operations requirements.
  • Citizenship:  Libyan nationals are strongly encouraged to apply.  Citizens from MENA, Australians, EU, or other citizens with multiple country work experience are also encouraged to apply. At this time, US citizens and US green card holders cannot travel to Libya.
