This week I am retained,  by a new client,  to source and accept applications for the Technical Advisor below.  Please note that this position is based in the United States, and applicants must hold authorization to work in the US, prior to applying.

Title:  Senior Technical Advisor, Assessment & Evaluation

Location:  California or in client's Washington, DC office, (with up to 50% travel to other countries.)

Start Date and duration:  August 2024-- this is a full time staff position.

Overview:  Seeking a Technical Advisor for Assessment & Evaluation with expertise in program evaluation and assessment of student learning. The Advisor will serve as a senior member of the technical team, and will be responsible for leading major efforts in the design, implementation, and management of assessment and evaluation programs, and for providing quality assurance on research operations.  

Duties:  The Assessment & Evaluation Advisor will:

1.      Design assessment and evaluation programs to assess health, reading, and math skills

2.      Design assessment, evaluation, and monitoring tools for early grade reading assessments, mathematics assessments, and monitoring tools for various programs

3.      Train and supervise data collectors and data entry operators

4.      Compile, clean, and analyze data, both qualitative and quantitative

5.      Write and edit assessment and evaluation reports and present results of findings to high-level audiences

6.      Create and maintain databases, data sets, and protocols

7.      Provide technical input and write sections for proposals related to assessment and evaluation

8.      Supervise and mentor personnel in the execution of assessment- and evaluation-related tasks.

Qualifications Requirements:

  • Minimum of Ph.D. in evaluation, assessment, statistics, psychometrics, or related field. (Master’s degree accepted if all other requirements are met.)
  • Minimum of 15 years of experience designing and implementing assessment and evaluation activities/programs ---primarily in the education sector;
  • Minimum of 5 years practical work experience in developing countries
  • Substantial experience conducting both qualitative and quantitative research, with an emphasis on quantitative research
  • Knowledge of best practices pertaining to data entry, cleaning, and analysis, and reporting strategies
  • Strong report writing skills
  • Strong communication skills in English
  • Multiple country work experience is a requirement;
  • Ability to travel approximately 50% time
  • Must have US Citizenship or legal authorization to work in the US prior to application.

Desired characteristics:

  • Ability to manage projects and work collaboratively in work groups
  • Fluency in a second language, preferably French
  • Background or degree in psychometrics. 

The Advisor position will be based either in  clients headquarters office in California or in its Washington, DC office; candidates wishing to work remotely will also be considered. The position is full time and comes with a competitive salary and benefits package.
