Position:  Business Development Manager

Location:  Washington DC Metro Area.  This position will be remote due to the COVID-19 pandemic.

Position Summary:

We are retained by Training Resources Group, Inc. (TRG) to accept applications on their  behalf.  The Business Development Manager reports to the Director of Business Development of TRG to support all business creation initiatives and marketing activities. The Business Development Manager is primarily responsible for managing the full proposal development lifecycle to include managing and developing proposals, coordinating and submitting responses to questions, identifying proposal resources, coordinating partner inputs, gathering feedback from clients on submitted proposals, and supporting hand-over to project teams. The Business Development Manager also actively assists with the development of a pipeline into targeted industries, sectors, products, or regions and maintains business development capture databases.  The Business Development Managers supervises the Business Development Associate.

Primary Role and Responsibilities:

Market and Partner/Competitor Intelligence (20%)

  • Develop in-depth understanding of TRG’s work and proactively gather business intelligence on developments in TRG’s client systems, and on potential clients and partners.
  • Represent TRG at industry networking and outreach events and client engagement meetings.
  • Oversee development of partner inventory database and oversee ongoing maintenance.
  • Maintain procurement tracker that tracks and identifies opportunities
  • Review business forecasts and requests for information (RFIs)
  • Conduct research on early-stage opportunities to understand competitive landscape

Proposal Management (65%)

  • Studies requests for proposals (RFPs) and provides a detailed analysis for solicitations.
  • Liaise with clients, Director of Business Development and project managers to facilitate go/ no-go decisions.
  • Under the direction of the Director of Business Development and Project Managers, and with the support of the Business Development Associate, lead the development and production of large proposals such as those required for major contracts with US Government agencies and other large international organizations. Create accurate and thorough project and proposal budgets.
  • Prepares proposal outline, compliance matrix, summary of requirements, and development timeline.
  • Collaborates with proposal team (BD and technical staff, partners, and external consultants) to develop and refine win themes/competitive advantages and develop proposal narratives.
  • Coordinates team meetings.
  • Coordinate partnering and staffing decisions.
  • Assembles proposal drafts and provides formatting and basic editing support.
  • Provides final formatting and layout of proposals in preparation for production; Ensure CVs are presented in the correct format and tailored to the role required.
  • Directs the production of final proposals, and coordinates delivery as needed.
  • Assess and fine tune proposal development and writing processes, approach, coordination, and boilerplate language; implement changes as needed.
  • Maintains accountability for ensuring that the proposal is fully compliant with the RFP.
  • Captures and disseminates feedback on proposal submissions and makes recommendations for improvement.
  • Ensure positive and productive relationships with internal and external proposal stakeholders.
  • Partner with the Director to conceptualize and develop TRG’s proposal templates and style guides (covers, partner input request templates, resume templates, staffing matrices, past performance templates, budget templates.
  • Work with TRG staff to ensure past performance references are regularly updated and capture the latest project developments.
  • Update TRG service offering capabilities regularly to reflect new work.
  • Serve as Business Development liaison under large, long-term IDIQ/BPA contracts and subcontracts.
  • Educate TRG staff on business development approaches and procedures.

Communications and Marketing (10%)

  • Assist with the implementation of TRG’s communications strategy including providing content for company website and communications products.
  • Coordinate the development of materials that support business development efforts such as: marketing material/collateral and other BD communication-related content.

Other (5%)

  • Support the implementation of TRG’s Business Development Strategic and Operational Plan.
  • Collaborate with the Director of Business Development, staff consultants, finance, and administrative staff to maintain a customer-oriented approach in all client interactions. Train, supervise, and provide ongoing mentoring to the Business Development Associate
  • Actively participate in TRG’s annual retreat, and weekly staff & board meetings.

 

Qualifications, Abilities, and Education Requirements:

  • A 4-year degree degree in business, economics, international development or human resources, or marketing or related field.
  •   Minimum of 5 years’ experience in proposal preparation for Federal Government contracts, particularly contracts that work with FAR, AIDAR, GSAR, DSSR, 2 CFR 200, T&M Contracts, CPFF, and USAID contracts.
  • Minimum of 2 years’ experience with organizing and coordinating technical and cost proposal development processes and requirements for USAID-funded projects.
  • Familiarity with GSA schedules.
  • Demonstrated ability to write effectively and succinctly to meet the requirements of an RFP or task.
  • Great attention to detail, including that required for the review of one’s own work or that of other proposal contributors.
  • Excellent English verbal, analytical, and written communication skills.
  • Strong computer skills including Microsoft Word, PowerPoint, Excel, and Teams. Proficiency working with Google Suites, Sharepoint and other collaboration platforms.
  • Initiative and the ability to work independently.
  • A superior customer orientation to maintaining strong relationships inside and outside the organization.
  • Must have legal authorization to work in the United States (USA) without sponsorship.

Preferred Skills:

  • Experience in human resources, training and organizational development is a plus, 
  • Two years of work experience and/or education in international development is preferred.
