Position: Finance and Compliance Director

Location:  Kabul, Afghanistan

Reporting to: Chief Financial Officer and CHAMP Chief of Party

I am recruiting this position on behalf of Roots of Peace (RoP), a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities through a focus on sustainable, organic farming practices. Roots of Peace is implementing the Commercial Horticulture & Agricultural Marketing Program (CHAMP) in Afghanistan for USAID, along with two smaller programs.

Description of Role:

The Afghanistan Finance and Compliance Director must have excellent communication, leadership, analytical, problem solving, training, supervision and interpersonal skills and is responsible for managing the financial operations within Afghanistan, including all field offices. The Finance and Compliance Director is responsible for the adherence to organization’s financial plans and policies, its accounting practices, the maintenance of Kabul and field office fiscal records and the preparation of financial reports.

The position involves supervision over grants, general accounting, including payroll, invoicing, asset management, banking, cash flow, compliance and reporting.

RESPONSIBILITIES:

Manages all financial operations in Afghanistan, including:

Programs:  All Programs active in Afghanistan (i.e. CHAMP program, World Bank IFC Pomegranate Project, Regional Agriculture Development Program – South (RADP-S), and others that could be added.

Team: Management of Finance and Procurement Teams and Management of Operations.

Audits:  Support the HO (Home Office) in preparation for and during program and organizational audits, including reconciliation of asset & liability accounts, documentation of expense accounts, pre-audit.

Manage grant activities, including:

  • Oversee the establishment of a grants manual to guide all CHAMP grant activities
  • Insure all grants follow the grants manual guidelines

Banking: Monthly Bank reconciliations.

Advances: Reconcile outstanding advances monthly, in conjunction with Program Financial Analyst, ensures monthly receivables are collected within contractual time frame for all Afghanistan projects.

Accounts Payables:  Reconcile accounts payables monthly (GL 2000) and reconcile CHAMP advance versus actual expenses incurred.

Monthly Home Office Review:  Monthly Closing Review, bank reconciliations, advances, Accounts payables, expense documentation, Cash positions.

Budget

  • Work with COP or Program Director to prepare any modifications to current budgets, if
  • necessary
  • Prepare and distribute a monthly budget report showing actual versus budget to COP,
  • DCOP, Program Director and HO
  • Prepare budget forecasts and spending projections as needed

Cash Flow: Manage cash flow to ensure smooth on-going operations and prepare monthly cash request to HO by end of month

Asset Management

  • Tracking and manage all program and ROP assets
  • Prepare and update quarterly an asset listing showing current status and condition of
  • every asset
  • Conduct an annual inspection of all assets
  • Financial Reporting
  • Prepare report for HO approval quarterly SF-425 report
  • Prepare Report on Foreign Taxes for USAID, due April 16th each year
  • Bi-annual financial reporting to Ministry of Economy/NGO Department and relevant Line

Ministries:

  • In-kind contribution/cost share reporting
  • Sub-awardee and Sub-contractors
  • Insure complete expense documentation prior to payments
  • Review Sub-awardee and Sub-contractors’ annual audits
  • Insure Sub-awardee and Sub-contractors comply with key donor regulations

Expense Compliance:  Oversee the expense documentation process and Insure compliance with: Executive Order on Terrorist Financing (Excluded parties review), Afghanistan Vetting Process, Fly America Act, Ineligible and Restricted Goods

Donor Relationship:  Develops strong working relationship with donor program financial and program staff in order to foster communication and positive image of ROP stewardship of donor funds.

Team Development

  • Manage and develop the financial team in the Afghanistan, creating an environment of transparency, honesty, professional growth, and development.
  • Supervise Field Office Finance Teams to develop effective and trained Afghanistan finance team to ensure that finance functions are performed in a timely, accurate and complete manner in compliance with general accepted accounting principles (GAAP).

Operations Management

  • Oversee the facilities management for office and residence
  • Manage logistics team, include supplies, drivers, cooks and cleaners
  • Manage security for CHAMP team.

MINIMUM REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Accounting, business administration and/or finance or related degree;
  • Minimum of eight (8) years of experience with advanced financials systems (beyond QuickBooks), preferably Oracle NetSuite
  • Three (3) years of experience on USAID funded programs.
  • Minimum two (2) years as Financial Manager for at least two donor-funded programs.
  • Must be very fluent in English in the very good to excellent range.
  • Must have multiple country work experience.

Criteria for Selection

  • Education and certifications such as BA, BS, CPA, MPA, MBA are strong preferences.
  • Experience with USAID regulations
  • A record of accomplishment in leveraging technology and accounting systems to drive automation and efficiencies across the organization.
  • Analytical, conceptual thinking, interpersonal, strategic planning and project management skills.
  • Solid GAAP and reporting skills coupled with analytical and budgetary experience. Experience with donor funding and their compliance regulations
  • Ability to communicate high-level strategic vision as well as the details associated with variances against budgets/forecasts to the leadership team—COP, CFO, CEO and President, and external funders.
  • Demonstrated success as a hands-on, proactive and engaged partner to management and will have contributed to the overall strategic and operational dialogue of a significant organization or division.
  • Must have the highest integrity, sound judgment, and a demonstrated respect for diversity in all forms.
  • Entrepreneurial, high-energy, yet pragmatic leadership style to excite and motivate a team, as well as the ability to hire, train, motivate and/or retain a strong accounting and compliance staff to help him/her build a strong back office support; able to lead by example rather than hierarchy.
  • Model a balance of self-confidence and humility; who will argue persuasively for one’s view but in the face of new information, business realities, and compelling logic will be open to modification and compromise.
