The Mitchell Group (TMG), an international development consulting firm based in Washington, DC, is currently seeking applications from qualified Evaluation Methods Specialist candidates to provide adaptable short-term monitoring and evaluation services for USAID/OTI. Please note, this opportunity is in the pre-proposal stage and will only be considered for the proposal stage and successful award of the contract.

The purpose of this activity is to provide adaptable short-term monitoring and evaluation services in response to rapid programs implementation in complex environment; often with incomplete information. USAID/OTI primarily implements its programming through small, “quick-impact” activities that are intended to address specific opportunities or challenges based on the program’s theory of change. USAID/OTI programs use small activities to target assistance and to pilot varied approaches that can be adapted as the political environment changes or as USAID/OTI’s understanding of contextual dynamics improves. By using small activities, USAID/OTI is able to experiment and employ untested theories of change through activities, use ongoing monitoring and evaluation to assess immediate results, and then adapt programming accordingly. 

If selected, applicant will deliver monitoring and evaluation and support services within the conflict prevention and resolution, democracy and governance, countering violent extremism, and media and communications sectors.

 

Responsibilities:

The Evaluation Methods Specialist should possess expertise conceptualizing and designing quantitative and qualitative data collection and analytical methods to support evaluation design and implementation, ideally in complex environments. The Evaluation Methods Specialist will report to the Evaluation Team Lead, who serves as the main contact with USAID/OTI.

The Evaluation Methods Specialist may be asked to conduct any of the following: 

  • Provide technical leadership to develop program framework, plans and indicators capturing project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities.
  • Design quantitative and qualitative data collection and analytical methods and tools to support evaluation design and implementation.
  • Design research framework for applied evaluation studies.
  • Implement developmental, formative and summative evaluation studies.
  • Prepare the application of both qualitative and quantitative evaluation methods.
  • Provide analysis of collected data.

 

Minimum Required Qualifications:

  • A minimum of a Master's degree in Statistics, Demography, Mathematics, International Development, Applied Research or related fields.
  • Minimum five (5) years progressive international experience in designing, monitoring and evaluating programs, systems, and processes and programs abroad.
  • International experience in monitoring and evaluation systems and processes and programs in Central Africa/Lake Chad Basin region or similar settings.
  • Expert knowledge and understanding of Monitoring and Evaluation (M&E);
  • Skills in quantitative and qualitative evaluation design and methods.
  • Experience in complex environments, conflict or post-conflict.
  • Fluent in English (required), proficient in French, Arabic or other languages (desired).
  • Excellent writing and communication skills

  • Strong critical thinking skills, organizational skills and ability to prioritize appropriately.
  • Strong understanding of the principles and processes of M&E, democracy and governance; and communications particularly in relation to USAID programming.

  • Excellent writing skills and ability to communicate complex concepts in a clear and simple manner.

The client has programs throughout the world, and new programs will be started throughout this Task Order. As relevant for a given activity and security permitting, The candidate shall be expected to travel to all locations where USAID/OTI develops and implements its activities. Expectations for travel will be communicated in each activity SOW.

    4. Expertise conceptualizing and designing quantitative and qualitative data collection and analytical methods to support evaluation design and implementation, ideally in complex environments.
    5. Years and experience developing country programs and projects, designing and implementing performance measurement and evaluation systems for management decision-making, designing research framework for applied evaluation studies, implementing developmental, formative and summative evaluation studies, and preparing the application of both qualitative and quantitative evaluation methods.
