Position:  Senior Monitoring, Evaluation & Learning (MEL) Technical Manager

Place of Performance:  Washington, DC:  This position will be remote until otherwise required for employee to work in-person at the TMG facilities located in Washington, DC 20001.

Start date and duration: November 2020.  This a two-year position, with options for renewal.

The Mitchell Group, Inc. (TMG), an international development consulting firm based in Washington, DC, is currently seeking applications for immediate employment from qualified monitoring, evaluation, and learning (MEL) technical and program management specialists with 7-10 years of relevant experience to serve as Senior Monitoring, Evaluation & Learning (MEL) Technical Manager.

The Senior Technical Manager (STM) will be responsible for MEL proposal development and managing high-profile projects for TMG, providing technical assistance to projects being implemented as needed and provide quality assurance and oversite of deliverables to USAID.

Major Duties/Responsibilities & Other Requirements

The STM will focus his/her time primarily on MEL capture opportunities related to overall TMG business development and technical proposal writing.  Illustrative responsibilities may include, but are not limited to:

  • Responsible for tracking and identifying MEL and other opportunities consistent with TMG’s core competencies and make recommendations to TMG accordingly for inclusion in its Forecast and/or MEL Plan.
  • Develop an Annual MEL Plan (AMP) for TMG’s consideration in pursuing new business opportunities.
  • At the proposal development stage, lead TMG’s strategic thinking, technical approaches, recruitment/selection of local and intentional partnership for all proposal development efforts related to MEL opportunities. Also, support recruitment efforts of key personnel required for each proposal.
  • Provide overall technical reviews of all proposal developed by TMG (not exclusive to MEL proposals).
  • Oversee the professional packaging and attractive look, feel and formatting of MEL proposals.

Minimum Required Qualifications:

Education

  • University degree in a relevant field of study (i.e., social sciences, development, humanitarian, economics, administration, logistics, security operations, crisis management, etc.)

Work Experience

  • At least 7-10 years of progressive and relevant experience working in development and humanitarian sectors with an emphasis on monitoring, evaluation and learning.
  • Minimum 3 to 5 years demonstrated experience working with USAID funded projects globally.

Skills

  • Fluency in English is
  • Proficiency in Microsoft Suite of Products, including Word, Excel, and PowerPoint.
  • Must have either US Citizenship or hold authorization to work in the US
