Title of Position: Evaluation Team Leader  (Short Term)

Location: Candidate can telecommute, with travels to Morocco,

Start date and duration: Needed immediately, for short term assignment lasting through September 10, 2018

 

I am collecting applications for for this project based in Morocco, on behalf of The Mitchell Group, Inc (TMG). The Team Leader should be an evaluation expert combining academic credentials; demonstrable civil society capacity building experience; knowledge of the Moroccan political environment and civil society scene and USG foreign policy and foreign assistance programming. S/he should have considerable experience working as a part of, as well as leading, democracy and governance evaluation teams and writing analytic but actionable reports in a clear, coherent and compelling way.

Responsibilities

  • Conduct document review and produce initial desk study and evaluation design;
  • Manage a team of local subject matter experts and logistician during data collection in the field;
  • Conduct in briefs and out briefs with USAID Mission representatives and other key stakeholders;
  • Draft initial evaluation report; respond to comments from Mission and prepare the final report; and
  • Ensure efficient performance for all aspects of this contract, oversee quality control and reporting, and interact professionally with senior Mission, Embassy, and Government of Morocco officials.

Qualifications

  • A Master’s degree in Social Science/Public Policy and economic development or related field, a Ph.D. is strongly preferred;
  • At least 10 years of experience leading or participating in Evaluations in the International Development Sector;
  • At least 5 years of experience with qualitative data analysis is required; outcomes harvesting specifically is a preference
  • Demonstrated record of successfully supervising local experts and producing high-quality analytical reports;
  • Must have strong analytical skills to collect, analyze, and synthesize data;
  • Experience with civil society capacity building programming required;
  • Experience working as a part of, as well as leading, democracy and governance evaluation teams;
  • Knowledge of the Moroccan political environment and civil society scene is a plus;
  • Experience working in Morocco or Middle East is preferred;
  • Expertise in quantitative and qualitative methods;
  • Strong team management and supervisory skills;
  • Experience working with a range of government officials, donors, local NGOs, and academia;
  • Demonstrated success in working with a cross-cultural team; and
  • Strong technical English writing and communication skills.
  • Fluency in English at good / very good level required
  • Proficiency in French and/or Arabic strongly preferred;
  • Multiple Country work experience is required
