Chief of Party (COP), Egypt University Centers for Career Development Program

Title of Position: Chief of Party (COP)

Location: Cairo, Egypt

Start Date and duration of program: RFP release expected first quarter, FY 2017;  Expected start date to be in late summer 2017

Program: The USAID/Egypt University Centers for Career Development Program (UCCD); This is a USAID-funded program.

UCCD will be a cooperative agreement award to establish a minimum of 20 operational and financially sustainable University Centers for Career Development (UCCD) in up to 20 Egyptian public universities in Greater Cairo, Upper Egypt and the Delta region.

The Chief of Party (COP) has overall responsibility for leading and managing the UCCD’s program’s administrative, programmatic, technical, and operational aspects in the field.

The COP will:

The Chief of Party (COP) has overall responsibility for leading and managing the UCCD’s program’s administrative, programmatic, technical, and operational aspects in the field. The COP will:

 

  • Provide leadership and direction for the activity
  • Supervise overall program implementation and ensure compliance with AMIDEAST, USAID, and host country requirements.
  • Shares expertise in career center establishment, career counseling, higher education and private sector involvement.
  • Works closely with senior staff and leads them in design, development, and implementation of program activities;
  • Supervises the finance and compliance and makes sure that necessary USAID and host country regulatory compliance directives are implemented and proper policies and procedures are enforced.
  • Selects, hires, and supervises staff and subcontractors; assigns roles & responsibilities; manages performance
  • Collaborates with partners and ensure that this strong team is cohesive and efficient
  • Interfaces with the stakeholder Ministry officials, university administration teams and other government leaders, and USAID

 

 

QUALIFICATIONS Requirements:

  • Advanced Degree required: Master’s degree in Public Policy, Higher Education, Administration, International Development, a Master’s in Business Administration, or a relevant field from a recognized university;
  • A minimum of 10 years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs (required);
  • A minimum of 5 years of international experience leading capacity development programs that involved collaborative design and implementation across multiple institutions (required);
  • A minimum of 5 years of international development project implementation in a developing country is required;
  • Must have proven leadership (minimum of 5 years) in the administration of projects with budgets greater than $10 million proj required; (Projects can be donor technical assistance or universities’ international development initiatives.)
  • Prior skills in strategic planning, management, supervision and budgeting; expertise in career center establishment, career counseling is a strong preference;
  • Must have a thorough knowledge of the Egyptian higher education system. (CV must show prior work associated with Higher Ed System in Egypt.)
  • Minimum of 2 years of work experience in the Middle East/North Africa required
  • Multiple country work experience is required.
  • Fluency in Arabic and English required
